Why EV Charging Station Accessibility Should Be Planned Early

Electric vehicle charging stations are becoming a common improvement at California shopping centers, offices, hotels, medical facilities, public buildings, and other commercial properties. However, installing chargers is not only an electrical and parking-lot project. When EV charging stations are provided for public or common use at facilities regulated by California Building Code Chapter 11B, a required portion must meet California accessibility requirements. These provisions address the number and type of accessible EV charging stations, vehicle-space layout, access aisles, accessible routes, charger controls, signage, and surface markings. A CASp accessibility review before plans are finalized can help identify site conflicts early, coordinate the charging area with the existing accessible route, and reduce the risk of expensive redesign or corrective construction after installation.

Are EV Charging Stations Covered by ADA Accessibility Requirements?

Yes. Public accommodations and commercial facilities have a general obligation under the Americans with Disabilities Act to provide accessible goods and services, including electric vehicle charging when it is offered. California also has detailed EV charging station accessibility provisions in Chapter 11B of the California Building Code. Section 11B-228.3 establishes scoping requirements for accessible EV charging stations, while Section 11B-812 contains technical requirements for their location and construction. Because California requirements are more specific than the current federal ADA Standards for EV charging stations, property owners should evaluate both their broader federal accessibility responsibilities and the applicable California code requirements for the project.

How Many Accessible EV Charging Stations Are Required?

The minimum number and type of accessible EV charging stations depend on the total number of EVCS provided at each charging facility. Under the 2025 California Building Code, facilities with one to four EVCS generally require one van-accessible EVCS. Facilities with five to twenty-five EVCS generally require one van-accessible and one standard-accessible EVCS. Beginning at twenty-six EVCS, an ambulatory EVCS is also generally required, with additional accessible stations required as the total number increases. When new chargers are added to a facility with existing chargers, the total number of existing and new EVCS is used to determine the required accessible count. If a charger can simultaneously serve more than one vehicle, each vehicle that can charge at the same time is considered in the station count.

Accessible EVCS Are Different From Accessible Parking Spaces

An accessible EV charging station is not the same thing as a required accessible parking space. California treats an EVCS as a charging facility rather than a conventional parking space, and a required accessible EVCS should not replace a required accessible parking stall. This distinction is important when owners try to add charging equipment to an existing accessible parking area without reviewing the full site layout. Converting a required accessible parking stall into an EV charging station can reduce the property's required parking compliance while still failing to provide a properly designed accessible EVCS. Both systems should be planned and counted independently.

Vehicle Spaces, Access Aisles, and Surface Slopes

Accessible EV charging stations require enough space for a driver or passenger with a disability to enter, exit, maneuver, and reach the charging equipment. Depending on the required EVCS type, the design may include a van-accessible vehicle space with an adjacent access aisle, a standard-accessible space, an ambulatory space, or a drive-up charging configuration. The vehicle space and access aisle must be laid out with compliant dimensions, stable surfaces, and controlled slopes. Common problems include placing wheel stops, curbs, bollards, charger pedestals, landscaping, or protective barriers where they obstruct the access aisle or clear approach to the charger. These conditions should be measured and coordinated before concrete, asphalt, striping, and charging equipment are installed.

Two Accessible Routes Must Work Together

A required accessible EVCS must have an accessible route from the vehicle space to the charging equipment and an accessible route connecting the charging station to an accessible facility entrance. These routes may involve access aisles, curb ramps, sidewalks, crossings, parking-lot surfaces, and entrance approaches. A charger can be reachable from the vehicle space but still create an accessibility problem if the user cannot travel safely to the business entrance. Likewise, a compliant route to the building does not solve a charger layout that requires a wheelchair user to cross a curb, travel behind parked vehicles, or move around an obstructing bollard. A CASp review considers these elements as a connected route rather than isolated features.

Charger Controls, Connectors, and Payment Features Must Be Reachable

Accessibility does not stop at the painted vehicle space. The charger's operable parts should be positioned so users can approach, reach, and operate them without prohibited tight grasping, pinching, or twisting. Screens, card readers, buttons, cable connectors, and other controls should be evaluated together with the required clear floor space and reach range. Curbs, wheel stops, raised equipment pads, cable-management systems, and protective bollards can make otherwise well-positioned controls difficult or impossible to use. Where payment or touchscreen features are provided, the interface and transaction process should also be considered as part of the user experience and applicable accessibility requirements.

Signs and Pavement Markings Depend on the EVCS Layout

Accessible EV charging station signage is not identical for every project. California requirements vary based on the total number and type of EVCS provided. Some charging facilities require identification using the International Symbol of Accessibility, while ambulatory and drive-up EVCS are treated differently. Access aisles also require appropriate surface markings, and signs must be visible and properly located without becoming an obstruction. Property owners should avoid copying a standard accessible parking sign package without confirming that it matches the EVCS type, station count, and current California requirements.

A CASp accessibility review can identify concerns before the project reaches final design or construction. The review may examine the proposed number and type of accessible EVCS, existing and new charger counts, vehicle-space dimensions, access aisles, slopes, clear floor space, reach ranges, signs, pavement markings, and accessible routes to both the charger and facility entrance. It can also identify conflicts with required accessible parking, drainage, curbs, landscaping, bollards, sidewalks, and existing path-of-travel conditions. Early review gives the property owner, electrical designer, architect, civil engineer, and contractor an opportunity to coordinate the accessibility details before installation rather than correcting them after permits, paving, concrete, and equipment costs have already been committed.
